EMERGENCY ASSIGNMENT: Every FEMA employee has regular and recurring emergency management responsibilities, though not every position requires routine deployment to disaster sites. All positions are subject to recall around the clock for emergency management operations, which may require irregular work hours, work at locations other than the official duty station, and may include duties other than those specified in the employee's official position description. Travel requirements in support of emergency operations may be extensive in nature (weeks to months), with little advance notice, and may require employees to relocate to emergency sites with physically austere and operationally challenging conditions.

DUTIES:

In this position, you will you will perform emergency management work including managing, and coordinating with other entities the recovery efforts from intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and manmade/technological (chemical, biological, radiological, nuclear, high-yield explosives) incidents. The work requires knowledge of emergency management and related directives, policies, regulations, procedures, and methods; and the collaboration and fostering of relationships between Federal, State, local, tribal, territorial, non governmental organizations, and private sector, and their response mechanisms and authorities. The recovery program’s mission is to provide community support for rebuilding efforts so individuals, civic institutions, businesses, and governmental organizations can function on their own, return to normal life, and protect against future hazards. Typical assignments include:

    Performing emergency management work including managing and coordinating with other entities the recovery from intentional and/or unintentional crises, disasters, other humanitarian emergencies, hazards, or natural and man-made/technological (chemical, biological, radiological, nuclear, high yield explosives) incidents.
    Serving as a member of the regional recovery staff concerned with policy issues dealing with aiding individuals and/or communities by providing disaster support and delivering disaster assistance to events
    Preparing for and carrying out emergency functions by assisting individuals and communities in recovering from natural or man-made crises/disasters by aiding affected individuals and/or communities. Establishing and maintaining effective recovery operations under conditions extreme pressure, unusual working hours during crisis/emergency conditions; maintains effective working relationships and meaningful communication interchanges; and demonstrating the ability to effectively communicate, orally and in writing.

QUALIFICATIONS REQUIRED:

The qualification requirements listed below must be met within 30 days of the closing date of this announcement.

You qualify for this position at the GS-11 level (starting salary $66,940) if you possess the following:
One full year of specialized experience, equivalent to the GS-9 level, that demonstrates the following: 1) assisting in the development of recovery plans, procedures, and risk assessments; 2) compiling, reconciling, and correlating recovery grant data from a variety of sources with different reporting requirements and formats.

Three full years of progressively higher level graduate education leading to such a degree

Combination of education and experience

You qualify for this position at the GS-12 level (starting salary $80,234) if you possess the following:
One full year of specialized experience, equivalent to the GS-11 level, that demonstrates the following: 1) delivering recovery support services to disaster-impacted Federal, State, local, tribal, and/or non governmental organizations; 2) analyzing recovery grant data to make recommendations and solutions to management; and 3) prepares regional emergency management plans and policies, procedures, and risk assessments.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
